Apple’s App Store in Europe
Why can Apple charge 5% outside its App Store?
Regulation can open the gate without removing the platform Owner
The DMA weakens Apple’s exclusivity over mainstream iOS and iPadOS app distribution in Europe, but it does not remove Apple as the platform Owner. Users and Developers gain additional access channels through alternative app marketplaces and eligible web distribution, while independent Stores become a meaningful external Partner layer. Apple still controls the operating system, signing, Notarization, APIs and other technical gates underneath those channels. The strategic response is a new monetization logic: from October 2026, covered digital transactions in alternatively distributed apps can carry a 5% Core Technology Commission. The platform lesson is that regulation can open one commercial gate while the Owner redesigns monetization around infrastructure it still controls.
