    "text": "To a rider, Bird can look much like other scooter apps: find a vehicle, unlock it and ride. The operating model can be different behind the screen. Bird's current Operations Partner program lets local businesses handle day-to-day fleet work such as charging batteries and repositioning scooters, while Bird provides the vehicles, software, routing tools, live support and repairs. Partners can even build and run a local Bird operation without paying for the vehicles up front. This gives Bird a way to expand local operations without doing every fleet task with its own staff. Cities still decide whether Bird can operate and set local rules for parking, safety and fleet size. The case shows how a micromobility platform can split the physical work between the platform company, local operators and city partners."
