But as the Owner, it has to keep control of the rules that make the ecosystem coherent: target architecture, interfaces, security constraints and the distinction between formal standards and de facto standards created through implementation. The strategic risk is not using partners. It is allowing integration choices to become ecosystem rules without BWI consciously governing them."
