What does not automatically travel are the local users, merchants, regulated partners, payment rails and participation rules that made the Indian loop liquid. The target-state PBMC therefore keeps the user and merchant roles but replaces the UPI partner architecture with local banks and licensed payment providers connected to UAE infrastructure. The network effect has to be activated again locally."
