Pontes
Can the bridge become the strategic platform?
Keep your network. Connect it.
Pontes shows a platform strategy built around interoperability rather than migration. Market DLT platforms can retain their own users, technology and business models while connecting to a common settlement layer anchored in central bank money. The strategic value of the bridge grows if it makes otherwise separate networks easier and safer to use together. That does not mean interoperability automatically creates a network effect, but it can make the connecting layer more valuable as more eligible platforms and participants join.
Structured data behind the canvas
One fixed table for every PBMC. Transaction remains one field; all transaction arrows and their explanations stay inside that field, so cases remain directly comparable.
| Perspective | Field | Value | Explanation |
|---|---|---|---|
| Core Value Unit | Core Value Unit | Settlement | At the center is settlement: completing the cash leg of a tokenised wholesale transaction in central bank money, with legal finality. |
| Owner | Actor | Eurosystem | The Owner is the Eurosystem, not the ECB alone. Pontes and TARGET Services are Eurosystem market infrastructures operated for the euro area. |
| Owner | Job | Bridge Networks | Its job is to bridge separate tokenised-market networks to a common settlement anchor without forcing them all onto one market platform. |
| Owner | Gain | Reach / Anchor | The strategic gain is reach while preserving the anchoring role of central bank money across a fragmented digital market. |
| Owner | Pain | Fragment / Risk | The threat is fragmentation and settlement risk if tokenised finance grows into incompatible silos. |
| Owner | Transaction | Settle / Sync ← Consumer · PaymentMarket participants send the cash-side payment into the Pontes/T2 settlement process. ← Provider · TradeThe DLT platform provides the transaction event that Pontes must synchronise with the cash leg. → Provider · SyncPontes synchronises the settlement outcome back to the DLT side so delivery and payment can complete together. → Consumer · FinalityThe participant receives final settlement in central bank money once the cash leg is completed. → Partner · MandateThe Eurosystem gives the Service Provider function the operating mandate, rules and technical responsibilities needed to run Pontes. ← Partner · ServiceThe four Service Providing Central Banks provide the technical operating service that makes Pontes available as live Eurosystem infrastructure. | Pontes participates directly in the exchange by settling the cash leg and synchronising it with the asset leg. |
| Owner | Governance | Access / Rules | The Eurosystem controls eligibility, participation rules and the settlement design around Pontes. |
| Owner | Promotion Channel | Onboard / Test | Growth comes through onboarding market participants and DLT operators, supported by testing and market engagement. |
| Owner | Activities | Operate / Link | The Eurosystem operates the settlement infrastructure, links the systems and extends the service over time. |
| Owner | Resources | TARGET / Money | Its distinctive resources are TARGET Services and central bank money. Final settlement in central bank money sits inside central-bank infrastructure and cannot simply be replicated by a private DLT platform. |
| Consumer | Actor | Banks | On the Consumer side, Banks is a compact umbrella label. The official category is broader: eligible market participants with access to T2, including banks and public financial institutions. |
| Consumer | Job | Settle Trades | Their job is to settle tokenised wholesale trades safely and finally. |
| Consumer | Gain | Safe / Fast | The gain is safe central-bank-money settlement with less manual coordination and more automation. |
| Consumer | Pain | Silos / Risk | The problem is fragmentation. If tokenised markets grow on separate infrastructures, participants face more integration work and settlement complexity. |
| Consumer | Transaction | Pay / Settle → Owner · PaymentMarket participants send the cash-side payment into the Pontes/T2 settlement process. ← Owner · FinalityThe participant receives final settlement in central bank money once the cash leg is completed. | Participants send the cash leg into settlement and receive final settlement back. |
| Consumer | Filter | T2 Access | At launch, market participants must have access to T2 under the TARGET framework. |
| Consumer | Access Channel | Pontes | Pontes is the access layer that links eligible market participants to tokenised transactions across market DLT platforms. |
| Consumer | Activities | Trade / Pay | They trade tokenised assets and provide the payment leg needed to settle. |
| Consumer | Resources | Cash / Assets | They bring cash in central bank accounts and the tokenised assets or positions being settled. |
| Provider | Actor | Platforms | On the Provider side are the market DLT platforms. At launch, onboarded operators included Axiology, Cashlink, Clearstream and SWIAT. |
| Provider | Job | Keep Network | Their unusual job is to keep serving their own network while gaining access to trusted central-bank-money settlement. |
| Provider | Gain | Trust / Reach | The gain is a trusted settlement anchor and the ability to connect their services to a broader euro settlement infrastructure. |
| Provider | Pain | Silos / Link | Their pain is the cost and complexity of linking separate ledgers and synchronising the asset and cash legs. |
| Provider | Transaction | Trade / Sync → Owner · TradeThe DLT platform provides the transaction event that Pontes must synchronise with the cash leg. ← Owner · SyncPontes synchronises the settlement outcome back to the DLT side so delivery and payment can complete together. | The platform contributes the asset-side transaction. Pontes synchronises it with the cash-side settlement. |
| Provider | Filter | Eligible | Only eligible, supervised market DLT operators can connect at launch. |
| Provider | Access Channel | Hash-Link | One key access mechanism is Hash-Link: the protocol Pontes uses to support secure, synchronised delivery-versus-payment across platforms. |
| Provider | Activities | Record / Sync | The DLT platform records the tokenised asset transaction and coordinates the settlement event with Pontes. |
| Provider | Resources | Ledger / Data | Its resources are the ledger, transaction state and data needed to complete the asset-side transfer. |
| Partner | Actor | 4CB | The Partner is the four Service Providing Central Banks: Deutsche Bundesbank, Banco de España, Banque de France and Banca d'Italia. In the Pontes service design, Service Providers carry the technical Operator role. |
| Partner | Job | Run Infra | Their job is to run the infrastructure reliably so the Eurosystem can offer Pontes as an operational settlement service. |
| Partner | Gain | Role / Scale | The gain is an operational role in a new Eurosystem market infrastructure and the ability to scale that service as adoption grows. |
| Partner | Pain | Ops / Risk | The pain is operational complexity and risk: the service has to remain secure, resilient and coordinated across central-bank infrastructure. |
| Partner | Transaction | Operate / Host ← Owner · MandateThe Eurosystem gives the Service Provider function the operating mandate, rules and technical responsibilities needed to run Pontes. → Owner · ServiceThe four Service Providing Central Banks provide the technical operating service that makes Pontes available as live Eurosystem infrastructure. | Their transaction role is operational: they provide the technical service that hosts and runs the Pontes infrastructure for the Eurosystem. |
| Partner | Filter | Mandate | Participation in this role is not open-market supply. It follows the Eurosystem service-provider mandate. |
| Partner | Access Channel | Nodes | They connect through Pontes' operational node and service-provider architecture. |
| Partner | Activities | Run / Test | Their recurring activities include operating the service, testing releases and supporting technical readiness. |
| Partner | Resources | Nodes / Infra | Their key resources are the technical nodes and infrastructure needed to operate Pontes. |
