Does the client post the job, or does the freelancer package the service?
Upwork lets work enter the marketplace from both sides
The classic Upwork process starts with a client. The client posts a job, explains the problem, budget and skills needed, and freelancers respond with proposals. The client can compare profiles, interview people and agree on an hourly or fixed-price contract. This works well when the job is too specific to be sold as a standard package. But Upwork now also runs Project Catalog, where freelancers define ready-to-start services with a clear scope, price and timeline. Upwork says the catalog contains more than 290,000 projects. That means the marketplace can work in both directions: sometimes the client defines the work first, and sometimes the freelancer packages the service first. The platform then provides search, matching, contracts, payment protection and reputation around either route.
